Everyone who responded to this seemed to think that Mark installed the bolts backward. I very much doubt that's what happened.
There is only a little clearance on the left side of the fender, so one or both of the bolt heads on that side sometimes rub on the tire once you've installed the bag supports.
The mechanic at my dealer said that when he finds this happening, he just bends the whole side of the fender out a little.
